Historic Migration Trends
In 1980 Rio established an immigration council that was responsible for dealing with work permits and visas. From 1997 to 2004 this council focused on prioritizing permits for people that had a college degree as well as diplomats. However, even though it became more difficult to obtain work permits, most new immigrants have been less apt and have had less education than the government wanted. As a result, these workers' organizations have been pushing the government to create new obstacles for foreign workers so they do not have to compete with them for jobs. Throughout this time the U.S. and European countries have been the countries with the most workers coming in to the city with permits. Asian countries also have an immense number of workers coming into the city as well.
